The 5^th Rectors’ Forum of the Top Iranian and Russian Federation Universities

This event was held virtually in the presence of Prof. Falkov Valeriy Nikolaevich , Minister of Science and Higher Education of the Russian Federation and Prof. Mansour Gholami, Minister of Science, Research and Technology of I.R. of Iran and also the Iranian Ambassador to Moscow and Ambassador of Russian Federation to I.R. of Iran and former ambassador and Senior Advisor to the Minister of Foreign Affairs, I.R.of Iran.

The program was started by Prof. Victor Antonovich Sadovnichy, President of the Russian Rectors’ Union , and Rector of Lomonosov Moscow State University as the host and Prof. Mahmoud Nili Ahmadabadi, President of University of Tehran.

The Forum participants discussed the results of the past cooperatoins and measures adopted by each university in the post corona period to prevent any disruption in the continuity of joint higher eduation and research and innovation programs.

After preliminary remarks , a number of rectors  and presidents of Iranian and Russian universities presented a speech including the followings:

Russian New University , Tomsk State University , Kabardino –Balkan State University named after H.M. Berbekov, North Ossetia State University after K. L . Khetagurov, South Federal University , Kazan ( Volga Region) Federal University, Peter the Great Saint Petersburg State Polytechnic University , Financial University under the Government of the Russian Federation, Chelyabinsk State University , Moscow State Pedagogical University , Russian University of Transport (MIIT) , Dagestan State University, Dagestan State Technical University , Astrakhan State University, Astrakhan State Technical University.

The deputies or representatives of the following Universities were also present in the meeting:

Saint Petersburg State University, Moscow State Institute ( University ) of International Relations , People’s Friendship University of Russia, Russian University of Transport  (MIIT) , Department of Russian University Transport (MIIT) , Higher School of Economics, Director for attracting foreign students at National Research University : Higher School of Economics)

After presentations and discussions, the participants agreed upon the followings:

• Establishing a committee to follow up the agreements
• Creating a set point at each country
• Organizing joint / dual degree programs
• Establishing a joint fund for cooperation
• Creating a fund to support collaboration among universities
• Joining with ranking system programs of both countries
• Increasing the amount of grants for the joint researches
• Increasing the quota of scholarships to the Russian Federation government
• Developing online conferences
• Helping with establishing links among the young scientists
• Working on drawing a road map for future cooperation
• Promoting the links among member universities
• Holding joint online courses
• Helping with the reinforcement of Persian and Russian languages and literatures
• Holding a joint committee to fight against Corona virus and exchanging experiences and expertise on this subject
• Sharing experience on post-corona period
• Supporting the sabbatical leaves in each country
• Expanding  collaboration among yought be organizing joint scientific , cultural and sports programsOrganizing joint sports and cultural festivals
• Given the promotion of bilateral ties between universities of both countries, both sides decided to further develop collaboration 
• Broadening the existing cooperation with the inclusion of Universities from Eurasia and Central Asia region
• Using the potential of the national focal points ( leading houses) to put into effect the decisions agreed upon in this forum 

At the end of the program , a resolution was circulated among the participants for  review and confirmation  by both Iranian and Russian  universities which  will serve as a roadmap for future collaboration.
